South Korea plans to issue up to 222.8 trillion won (about $162.7 billion) of bonds in 2027, near this year's record, under the government’s 2027 budget plan. Of the total, 110.7 trillion won is earmarked to repay maturing debt and 15.9 trillion won for buybacks and market operations, implying net issuance of roughly 96.3 trillion won. The budget caps foreign-currency stability bond issuance at $8 billion and won-denominated stability bonds at 13.8 trillion won. President Lee is pursuing an expansionary fiscal agenda.
