MOFCOM and eight other ministries issued guidance to stimulate lower-tier and county-level consumption, prioritizing fiscal support. The plan calls for activating sinking-market consumption by upgrading retail channels, promoting scenario innovation, improving efficiency and filling gaps in life services. It directs coordination of central and local funding, integration of existing resources, and targeted construction of county-level eldercare, childcare, education, medical and sports service facilities. The guidance says eligible personal consumer loans and loans to service-sector operators will be supported to receive fiscal interest subsidies.
