Henan flood-control command said it has activated a Level-3 flood emergency response for parts of the province from Aug 11 12:30, based on meteorological forecasts and inter-agency assessment. The Level-3 response covers Zhengzhou, Kaifeng, Pingdingshan, Xuchang, Luohe, Nanyang, Shangqiu, Zhoukou, Zhumadian and the Aviation Port Area; other areas remain at Level-4.
